Co-op Updates: Winter Storm Cleon

Winter Storm Cleon Outages Update: Wednesday, Dec. 18 as of 4:30 p.m.:

As of 4:30 p.m. today, Wednesday, December 18, 2013, Choctaw Electric Cooperative now has only 8 member-consumers without electric service. These 8 services should be restored by the end of the work-day tomorrow, Thursday, December 19th.

To date, Choctaw Electric Cooperative officials have confirmed at least 509 poles destroyed in the December 5-7, 2013, ice storm. Heaviest damage was in CEC’s service areas in Choctaw and Pushmataha counties, with additional damage in LeFlore and McCurtain counties.

Winter Storm Cleon Outages Update: Wednesday, Dec. 18 as of 10:00 a.m.:

Choctaw Electric Cooperative officials gave the following update this morning:

“We have around 30 consumers still off. All crews are leaving today with the exception of Cimarron Electric Cooperative crews and UPI contractor crews. Cimarron Electric Cooperative crews will leave tomorrow and UPI contractor crews will probably leave Friday. To date, approximately 495 poles have been destroyed due to the December 5-7 ice storm event.”

Winter Storm Cleon Outages Update: Tuesday, Dec. 17 as of 9:30 a.m.:

As of 9:30 a.m. December 17, 2013, Choctaw Electric Cooperative is reporting a total of 58 member-consumer outages. A total of 20 of those outages have work yet to be done on the consumer’s side of the meter before power can safely be restored by the Cooperative. Additionally, Choctaw Electric crews, Mutual Aid construction crews and contractors continue working on lines into the Little River Ranch area. While there are a total of 125 meters on that property, only 6 are occupied by full-time residents. The line serving this facility is being rebuilt and the area should have power restored today.

CEC officials have now confirmed 443 broken poles to date, with over 257 replaced as of this morning. This damage is up considerably after crews have finally been able to access many remotely served areas to assess system damage.

Winter Storm Cleon Outages Update: Monday, Dec. 16 as of 8:00 p.m.

As of 8:00 p.m. on Monday, Dec. 16, Choctaw Electric Cooperative is reporting an estimated total of 75 outages. Choctaw Electric crews, along with mutual aid crews from several cooperatives and contractor crews, made good progress again today in restoring power across their service territory.

However, a semi truck hit and broke a three-phase pole, which also contained a step-down transformer.

Crews continue to find broken poles, with the count now exceeding 420. Crews will continue working to restore power as quickly and safely as possible to all those individual residences that can safely receive electric service.

Winter Storm Cleon Outages Update: Monday, Dec. 16 as of 12:00 p.m.

As of 12:00 p.m. (noon) on Monday, December 16, 2013 Choctaw Electric Cooperative is reporting less than 100 consumers without power. These outages are mostly in remote locations and most should be restored today. The Little River Ranch should be restored today or tomorrow, Dec. 17.

CEC officials also have experienced major server and computer problems beginning Friday afternoon, (Dec. 13) and continuing through the weekend. CEC officials are addressing this issue as quickly as possible.

Winter Storm Cleon Outages Update: Friday, Dec. 13 as of 4:00 p.m.

As of 4:00 p.m. on Friday, Dec. 13, 2013, Choctaw Electric Cooperative (CEC) is reporting a total of 750 outages.

CEC officials hope that, with good weather, this number can be reduced to less than 500 over the weekend. Crews are still accessing remote locations and hard-to-reach outages.

Winter Storm Cleon Outages Update: Thursday, Dec. 12 as of 8:30 p.m.

As of 8:30 Thursday night, Choctaw Electric Cooperative is reporting approximately 1,200 outages.  More good progress reports are expected tomorrow, Friday, December 13.

Winter Storm Cleon Outages Update: Tuesday, December 10, 2013 as of 5:00 a.m.

The following Electric Cooperatives are reporting these outages as of 5:00 am this morning:

Arkansas Valley Electric Cooperative:
1,916 (51 in OK; 1,865 in AR)
Choctaw Electric Cooperative:
3,500 (Estimate from Choctaw Electric)

Total Electric Cooperative Outages as of 5:00 am 12/10/13:
3,551 in OK, 1,865 in AR.

The following report is from officials at Choctaw Electric Cooperative as of 5:00 a.m. 12/10/13:

"All Rural Waters (pump stations) except one were restored Sunday night, and the last Rural Water station that we know of was re-energized late Monday evening. Monday night, a 3-phase feeder out of the Darwin substation with about 500 member-consumers on it was lost when a truck at the Antlers McDonald's Restaurant backed into a 3-phase pole and took it out. The feeder was restored to service late Monday night with the exception of about 4 consumers, plus the Food & Fuel Center there. We hope to have service restored to the Food & Fuel Center by Noon today (Tuesday, 12/10)."

"There is still one 3-phase feeder that is only about fifty percent restored. We hope to have all feeder lines restored to service today (Tuesday). There are two remote areas that we have so far been unable to access and inspect our facilities; however, we hope to assess the damage there today. Our goal is to have less than 500 consumer-members out by Friday night, and less than 200 out by Sunday night, 12/15. Weather will be a big factor in our restoration effort in the coming days."

As of 3:00 p.m. Monday, December 9, 2013, the following Electric Cooperatives are reporting these outages due to Winter Storm Cleon:

Winter Storm Cleon Outages Update: Sunday, December 8, 2013 as of 3:30 p.m.


As of 3:30 PM Sunday, December 8, the following Electric Cooperatives are reporting these outages:

Arkansas Valley Electric Cooperative: 5,843 (175 in OK; 5,668 in AR)
Choctaw Electric Cooperative: 4,000 (Estimated)
Southeastern Electric Cooperative: 75 (Estimated)

Total Outages Being Reported or Estimated as of 3:30 PM 12/8/13: 4,250 in OK; 5,668 in AR

Choctaw Electric Cooperative is now receiving assistance from 8 different Electric Cooperatives from across the state. Officials with Choctaw Electric have estimated that most main 3-Phase Feeder Lines will be restored to service by Monday, and that branch circuits, individual taps, and individual service drops will most likely be restored by Thursday or Friday of this week.

Several Electric Cooperatives from both Arkansas and Oklahoma are also assisting Arkansas Valley Electric Cooperative in their restoration and repair effort.

As of 8:00 am this morning, Sunday, December 8, 2013, the following Electric Cooperatives are reporting these outages:

Arkansas Valley Electric Cooperative: 6,986 (225 in OK; 6,761 in AR)
Choctaw Electric Cooperative: 4,000 (Estimated)
Northeast OK Electric Cooperative: 399 (Most west of Miami)
Southeastern Electric Cooperative: 75 (Estimated)

Winter Storm Cleon Outages Update #1: Saturday, December 7, 2013 as of 3:30 p.m.

The following Electric Cooperatives are reporting these outages as of 3:30 PM 12/7/13:

Central Rural Electric Cooperative: 1
Choctaw Electric Cooperative: 2,200 (Over 250 poles destroyed; McLeod Prison on)
Cotton Electric Cooperative: 3 (Just north of Ft. Sill)
Southeastern Electric Cooperative: 125 (Estimated)
Northeast OK Electric Cooperative: 4

Total Outages Reported by Electric Cooperatives as of 3:30 PM 12/7/13: 2,633 in OK; 8,725 AR

Choctaw Electric has temporarily restored service to the McLeod Prison just west of Hugo. CEC officials report 250 poles have been destroyed to date, with more being found by the hour. Most main feeder lines should be restored and operational by Monday, with tap lines, branch circuits, and secondary services being restored by Thursday to all consumers who can safely receive electric service.

As of 11:30 a.m. Friday, December 6, 2013, the following Electric Cooperatives are reporting these outages relating to Winter Storm Cleon:

Arkansas Valley Electric Cooperative, Ozark, AR and Pocola, OK: 17,582 outages, with approximately 1,250 in OK and 16,332 in AR
Caddo Electric Cooperative, Binger: 1 outage
Choctaw Electric Cooperative, Hugo: 4,000 outages (approximate; still assessing outage situations system-wide)
Kay Electric Cooperative, Blackwell: 1 outage
Kiamichi Electric Cooperative, Wilburton: 37 outages, mostly in LeFlore County
Ozarks Electric Cooperative, Fayetteville, AR and Stilwell, OK: 9 outages, mostly in the Baldor and Tenkiller, OK areas
Southeastern Electric Cooperative, Durant: 800 (approximate; still assessing outage situations system-wide)

Counties most affected by Winter Storm Cleon seem to be Atoka, Bryan, Choctaw, McCurtain, Pushmataha, Latimer, LeFlore, Haskell and Sequoyah in Oklahoma, and, for Arkansas systems that are a part of OAEC, Crawford, Franklin, Johnson, Sebastian, Logan, Scott, Yell, Polk, Montgomery and Sevier counties in AR. The ice storm is still impacting other Arkansas-based electric cooperatives in central and northeastern parts of the state of AR. In the heaviest impacted areas, overall damage assessments may not be able to be completed until at least Saturday or Sunday afternoon in order to have a better understanding of damages and possible restoration times.

Winter Storm Cleon Outages Update #2: Friday, December 6, 2013 as of 7:30 a.m.

As of 7:30 a.m. this morning, the following Electric Cooperatives are reporting these outages:  

Arkansas Valley Electric Cooperative: 14,753 Most in AR, about 1,250 in OK.
Central Rural Electric Cooperative: 1
Cotton Electric Cooperative: 46
Kiamichi Electric Cooperative: 20 Most in LeFlore County
Southeastern Electric Cooperative: 1,100 Most in ne/se Bryan County, nw/sw Choctaw County
Verdigris Valley Electric Cooperative: 67 Most just north of Sand Springs

Total Outages being reported as of 7:30 a.m. = 15,987 with 2,484 being in OK, 13,503 in AR.

Both Cimarron Electric and Oklahoma Electric have sent crews to assist at Choctaw Electric Cooperative in Hugo. We do not currently have a report from Choctaw Electric, but know that they do have significant outages within their service territory in far southeastern OK.

Winter Storm Cleon Outages Update #1: Thursday, December 5, 2013

For our December 5-7 Winter Storm 'Cleon' Update #1, we can only report that Arkansas Valley Electric Cooperative, headquartered in Ozark, AR, is reporting a total of 296 outages as of 6:00 p.m., nearly all of those in the state of Arkansas. No other Electric Cooperatives are reporting outages to OAEC at this time.

Freezing rain continues to fall in southern and southeastern Oklahoma, with ice accumulation totals forecast to be in the 0.5" to 1.0" range, or more, by Saturday morning, 12/7.

The next update will be 8:00 a.m. Friday morning, 12/6.

Winter Storm Cleon Update #1: Thursday, December 5, 2013

Today's weather conditions will continue to deteriorate throughout the day. Wintry precipitation in virtually every form will be seen across much of the state. However, our primary concern remains the southeastern quarter of Oklahoma, and the western third of Arkansas. Here are the latest graphics from the National Weather Service offices in Norman and Tulsa, along with images from the SPIA-Index.com website.

Kenny Guffey of our OAEC staff will coordinate our Mutual Assistance effort. This is a potentially dangerous and crippling ice storm for several Cooperatives in southeastern Oklahoma and parts of western Arkansas. Winter Storm Cleon Warning: Wednesday, December 4, 2013

WEATHER ALERT: Electric co-op members who reside south of
 I-40 and east of I-35 may consider contacting their local Red Cross, Salvation Army or County Emergency Management Office to find out if there are shelters or resources available in their area - in case of potential extended outage situations.
